How to convert photos and images to PDF
Updated 3 min readBy Total PDF Tools
Quick answer
To convert images to PDF, open Images to PDF, add your JPG, PNG, WEBP, GIF or BMP files, drag them into order and choose the page size, orientation and margins. Click Convert to download a single PDF with one image per page. JPG and PNG images are embedded without recompression, so the quality is identical to the originals, and phone photos are turned upright automatically.

Photographing documents? Use Scan to PDF
Images to PDF places photos as they are. If you photographed paper documents, Scan to PDF is the better choice: it lets you drag the corners to straighten the page and apply Enhance, Grayscale or Black & White filters, which give cleaner, smaller files.
Keeping the file size down
Modern phone photos are often 3–8 MB each, so a PDF of twenty photos can be large. To reduce the size, compress the finished PDF with Compress PDF, or use Black & White in Scan to PDF for text documents.
Frequently asked questions
Will my photos lose quality?
No. JPG and PNG data is embedded byte for byte, so the PDF contains your original images.
Can I convert HEIC photos from an iPhone?
iPhones usually convert photos to JPG when you share or upload them from the Photos app. If you have HEIC files, export them as JPG first.
Do transparent PNGs stay transparent?
Yes. Transparency is kept in the PDF.
